Together with the IIMT's media advisory on Alternatives to the Kyoto Protocol this PP presents three alternatives one of which is the TFD global governance system which would enhance the carbon budget approach proposed by India and the South Center. The Brookings/US proposal of General Agreement on Reduction of Emissions was rejected as a viable alternative because it is not fast, formidable and fair enough. Moreover, it would not be part of a multilateral system within the UN system.
